Permit Symbols

Each country chart displayed in the Country Information has symbols to explain any documentation and/or permits needed for export of a given species of wildlife .The symbols and their associated actions are described below.

Note: Certain wildlife species which may be sold in the State of Alaska, may have export (both interstate and international) restrictions or prohibitions associated with them. Shopkeepers should be aware of these facts when making wholesale purchasing decisions or when selling retail. Likewise, artists should consider what markets they are targeting when working with these wildlife species.

When the value of the handicraft is less (<) than $250, is legal to export without any paperwork.

When the value of the handicraft is more than (>) $250, must file a USFWS Form 3-177 (see D below) prior to exportation.

Only applies to personal (non-commercial) items intended to be exported as checked luggage, hand-carried or exported to or through Canada via personal vehicle.

Requires the filing of a USFWS Form 3-177 (Declaration for Importation or Exportation of Fish or Wildlife). The Form 3-177 is a legal document declaring all wildlife used in the item(s). Note: No fee charged for non-commercial exports, unless outside normal business hours. The declaration form can be obtained from USFWS Import/Export Office, in Anchorage (907- 271-6198) or Fairbanks (907- 456-2335), or online at http://www.le.fws.gov/pdffiles/3-177-1.pdf.

An approved Form 3-177 must be in the traveler’s possession or attached to the exporting shipment when leaving the United States.

Commercial I/E license required.

A business or individual selling and exporting an authentic Alaska Native handicraft via the Internet, by phone, by fax, through mail order, or simply exporting an item purchased over the counter for a customer is required:

1) to obtain a USFWS Import/Export license at a cost of $100 which is valid for one (1) year and can be obtained in Anchorage at 907-786-3311 or Fairbanks at 907-456-2335.

2) and for each export:

a) pay an administrative fee of $55 dollars ($95 for exports of CITES materials outside of Anchorage)

b) file a completed USFWS Form 3-177 (See D above)

c) provide a commercial invoice

d) obtain a CITES permit (if required)

e) obtain an international air waybill from the shipping company (if required)

CITES Import Permit      Back to Top

The foreign country of import requires a CITES Import Permit. Permission from the foreign country must be obtained prior to import (prior to shipping or departure from the United States). The USFWS recommends that you contact the foreign government for approval prior to export. This permit usually has to be obtained by the importing party (foreign receiver). In some cases the foreign country may not allow the import based upon their own laws, rules, or regulations. Please refer to the international contact information link provided below.

CITES Export Permit     Back to Top

A CITES Export Permit authorizes the export of parts or products of CITES (What is CITES?) listed wildlife species. You can obtain a permit application by clicking here. Upon completing the application (inclusive of $100 processing fee), contact the Anchorage field office at (907) 271-6198 for filing instructions. Be aware that it will take 3-7 days for USFWS to process the permit. Items made from the following materials always require a CITES Export Permit (limited exceptions apply):

Special CITES Permit      Back to Top

Several marine mammal species need a special CITES export permit. Those animals are:

Sea otter
(Enhydra lutris)
Polar bear
(Ursus maritimus)
Walrus
(Odebenus rosmarus)
Whale Bone/Teeth Suborder Odontoceti (Baird's includes the Curier's, and Stejneger's Beaked Whales, the Orca and the Beluga Whale but not the Baird's (Bottlenose) Beaked Whale.)

Be aware issuance of this permit will take 60 – 90 days, and must be issued by the U.S. Management Authority.

(Eumetopias jubatus)

Whale Baleen/Bone

Suborder mysticeti (Bowhead, Northern Right, Blue, Fin, Sci, Minke, Humpback, and the Baird's (Bottlenose) Beaked Whale from the Odontoceti Suborder.

Any Migratory Waterfowl

(Anatidae)

Class (Aves)

Includes Raptors, Eagles, Wild Ducks and Geese, Puffins, Ravens and Owls, but not Grouse, Ptarmigan and domestic waterfowl.
