- Created by Congress pursuant to the Public Works and Economic Development Act
of 1965, as amended by the Economic Development Administration Reform Act of 1998,
the Economic Development Administration (EDA) provides grants for infrastructure

alleviate conditions of substantial and persistent unemployment and underemployment
in economically distressed areas and regions.
