CSSB 75 (FIN) provides for a portion of Alaska’s funds to be awarded through an
open public solicitation process for capital project grants.

The Department of Commerce, Community, and Economic Development (DCCED) is the lead agency for the Community Coastal Impact Assistance Program (CCIAP) Public Solicitation. A portion of the federal CIAP funds received by the State of Alaska from the Federal Government is passed through the Department of Natural Resources (DNR) to DCCED to carry out the legislative intent of Section 39 of CSSB 75 (FIN). DCCED’s Division of Community and Regional Affairs (DCRA) is implementing the CCIAP Public Solicitation.

As of October 1, 2011, responsibility for federal administration of the CIAP was transferred to the US Fish and Wildlife Service (USFWS)  from the Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE). The USFWS CIAP program page can be accessed here.  The USFWS is still in the process of revising program documents and so these websites are still linked to information from BOEMRE. Once USFWS finalizes and publishes the CIAP information relevant to their policies and procedures we will update the links on these pages.

New Fall 2010 Amendment to the Alaska CIAP Plan Submitted. The State of Alaska has submitted the Fall 2010 Amendment to the Alaska CIAP Plan to the U.S. Department of Interior, BOEMRE. This plan accounts for all of the CIAP funds allocated to Alaska, including $13,710,856.31 in Tier 1 Public Solicitation Projects and thirteen Tier 2 Projects.
