Community Sanitation Overview: |
The City of Deering operates the piped wastewater and water haul system, as well as a central washeteria. The city council is the policy making body for the utility. Water is derived from the Inmachuk River; it is treated and pumped to a 400,000-gallon insulated storage tank. Residents pay to have water delivered to their homes. The city has purchased additional equipment to facilitate the delivery of water in an efficient manner. The wastewater system is a vacuum system that is piped to a lagoon. Upgrades have been completed to the water treatment plant and wastewater collection lines. The existing infiltration gallery has also been upgraded and these improvements support the existing water haul and vacuum wastewater system. An additional water storage tank was installed in 2006 and lines upgraded from the tanks to the water treatment plant. The city has a current DEC permit for the wastewater lagoon. DEC has requested updates to reflect design changes made during construction. For future installation of water and wastewater upgrades. The draft feasibility study is still in the review process. Village Safe Water(VSW) is concerned with the appearance of a cave-in in the Wastewater Lagoon. |

LGS staff traveled to Deering and attended the city council meeting and to assist the city administrator with financial reporting, budget amendments for FY13, and codifying local ordinances. Staff also helped the administrator ensure proper classification of income and expenses accounts, and file required reports for a library grant reimbursement. Repairs to the waste heat system have been completed and has equated in to a large reduction in heating costs. In one month, $3,600 had been saved in fuel, which equates to $100 savings per home. RUBA staff has provided the city code draft to the city and attorney who is still in the review process. A study for installing a piped water system in the community is being reviewed by the council and the borough. The community collection rate in February is 123 percent. This is due from addition the city supplement payments to ARUC of $15,000. |

The city is a partial ARUC community. ARUC bills for the waterwater services and those systems connected to the water system. The city subsidizes the water utility for the residents at $15,000 a year in order to keep its rates at its current level. |

The city utilizes QuickBooks to accurately calculate, track and report payroll tax liabilities. Payroll liabilities are paid as required. No tax liens are reported. This quarter RUBA staff assisted the administrator with correcting the method of payments the council members received. The city had issued 1099's instead of W-2's. The city was required to file a form and submit to the IRS, who in turn issued a letter of acceptance with the amount due. The city will treat council stipends under their payroll process. |

Notices for meetings are posted at three public places at least five days in advance. The city has two operators. One operator has experience in the plant and needs to renew the certificates. Both operators are scheduled to attend training/certification which is scheduled this next quarter. The main operator attended training and received certification in water plant electrical systems. |

The community sewer system and plant are managed by ARUC. The City of Deering is on the SNC list for high DBP's, but has done well on monitoring. Village Safe Water is studying the source water in preparation for designing a new treatment system. |

RUBA Activities for the Coming Quarter: |
RUBA staff is working with the administrator on the budget amendments for FY13 and will assist in providing the council a amended budget which accurately reflects the city business. Staff will also work with the city administrator and attorney in completing the city code updates. |
