Commerce
Preliminary Report - Because of the size of the printed
version of the Preliminary Report, it is necessary to post
the report to the web in incremental stages, starting with
Chapter 5, Commerce recommendation. Commerce staff have placed
posting this document to the web as a priority. Please
check back frequently for new additions.
Chapter
4 has been broken into 12 smaller sized Adobe Acrobat documents
because of size and time constraints. At the end of each
PDF, there is a link to the next section of the report. Although
only 8-10 pages are loaded at a time, all 187 pages contained
in this Chapter are available through the links at the end
of each Adobe Acrobat document.
