How to Apply

CQE Program Checklist

Step 1

  • Review Non-profit Community Association Handbook from Division of Community Advocacy.
  • Contact Bill Rolfzen, Local Government Specialist IV, at 465-4733 to obtain a handbook or for further information.

  • Each non-profit entity applying to become a CQE would have to provide NMFS with the following:

    (1) Its articles of incorporation as a non-profit entity under the laws of the State;

(2) A statement designating the community, or communities, represented by that CQE;

(3) Management organization;

(4) A detailed statement describing the procedures that will be used to determine the distribution of IFQ to residents of each community represented by that CQE; and

(5) A statement of support and accountability of the non-profit entity to that community from a governing body representing each community represented by the CQE.

Step 4

  • To obtain financing a CQE may contact a local financial institution. If a CQE is denied a loan from a commercial bank, please contact the Division of Investments to discuss financing terms offered through the Commercial Fishing Revolving Loan Fund.
  • Complete and file a loan application with the Division of Investments at www.commerce.state.ak.us/investments/pdf/cqe.pdf
  • Contact Andy Macaulay, Loan Officer, at 907-465-2510 for further information.

Step 5

  • Contact an IFQ broker regarding available quota once all of the above are completed.
